1. Free distribution
The license agreement should not limit the right on sale or distribution of software.


2. Initial code
The program should contain an initial code which, as well as compiled forms, can be distributed. Some products are distributed without the initial code. In this case, there should be well-known ways of receiving the initial code of moderate price or its downloading free of charges from the Internet. The initial code should exist in the form which will allow a programmer to modify a program.


3. Additional products
The license should entitle to updating and development of other variants of a product and to its distrubution under the same conditions as the conditions of the license of the initial program.


4. Preservation of the author's initial code
The license can limit the distribution of a product the initial code of which was modified by a "third party". At the same time, the license can allow the distribution of patch-files with an initial code for updating of the program during its creation. The license should entitle to distribution of the program created by updating of an initial code. The license can demand that the name or the number of the version of derivative products should differ from the initial program.


5. No restrictions concerning individuals or a group of users
The license should be accessible to everybody.


6. No restrictions concerning the sphere of activity
The license should not contain restrictions on use of the program in different spheres of activity. For example, it is impossible to limit the use of the program in the commercial activity or in the field of genetic researches.


7. Distribution of the license
The rights applied to the program should be distributed to everyone who uses the program. No additional license is needed for this purpose.


8. The license should not be partucular for any product

The rights received with a set of software are distributed to every as a separately taken element. If the program is taken from the distribution kit and used outside of it, the conditions of the license agreement of the distribution kit are distributed for the program.


9. The license should not contain restrictions concerning other software
The license should not contain restrictions concerning other software which is distributed together with the license software. The license should not demand that all programs are open software.


10. The license should be technologically neutral
Conditions of the license agreement can not be based on certain technologies or on the style of the interface.
